The Aviation Section of the Missouri Department of Transportation is pleased to provide you with the First Website Edition of the State Block Grant Program Guidance Handbook. This Handbook is the result of a partnership between MoDOT's Aviation Section, the Federal Aviation Administration's Central Region Airports Division, and the Missouri Airport Managers Association. A committee was formed to look at ways to streamline procedures for the State Block Grant Program in Missouri and improve sponsor education of grant procedures and requirements. This Handbook is the result of that committee. The Handbook is designed to take the airport sponsor from grant application through grant closure and provide practical guidance on successfully completing a SBGP project. However, this is very much a team effort between the airport sponsor, MoDOT and our consultant friends. We will be involved throughout the process and are available to answer questions and provide assistance when needed.  Sections within the Handbook commonly refer to MoDOT applications, agreements, checklists, certifications and specifications. These can be easily downloaded by clicking on the highlighted item or by returning to Grant Documentation on our website.  The FAA Central Region Airports Division website is also an excellent resource for federal grant sponsors. Current Advisory Circulars and other publications can be found at their website, which is " http://www.faa.gov/airports_airtraffic/airports/regional_guidance/central/ ". The majority of pertinent information can be found in the standards and engineering section under "AIP Administrative Guidance". Revisions to this Handbook will be made from time to time. Always check the revision date in the lower right hand corner of the pertinent item to make sure you have the latest revision.
