Safety Section Overview

The Safety Section is responsible for enforcing the Missouri State Statutes, Division Rules, and Federal Motor Carrier Safety Regulations (FMCSRs). This entails:

Identifying possible violators

Inspecting buses at terminals and their destinations

Performing terminal safety inspections of commercial vehicles at terminals

Investigating complaints received from shippers, receivers, carriers, drivers and the general public

Assisting carriers with problems of compliance through educational contacts and seminars

Submitting cases for prosecution when carriers and drivers violate Federal and State Statutes dealing with motor carrier safety

Work closely with the United States Department of Transportation, the Missouri Department of Public Safety, prosecuting attorneys and judges in fulfillment of Motor Carrier Services’ mission


All of our enforcement and motor carrier training activities are accomplished with seven region offices throughout the state. The map below will provide information on regional office locations and a point of contact for each.

The Compliance Review (CR) is an in-depth review of a carrier's/shipper's compliance with the applicable safety and hazardous materials regulations. The CR is designed to provide the State and Federal Government with statistical information that can be used to determine the degree of compliance. A representative sample of carrier records are reviewed to build a basis for recommending accident countermeasures and further decision making which may involve changing the carrier's rating, taking enforcement action, placing the carrier/shipper in aselective monitoring program, or issuing an Out-of-Service Order. In addition to complaints received from various sources, new intrastate carriers registered through the MO-1 and MO-2 application process are selected for a CR through two special programs.

MO SafeStat is the selection process that targets intrastate carriers for reviews.

Federal Safestat is the selection process that targets interstate carriers for reviews.

Motor Carrier Services’ Passenger Carrier Safety Inspection Program provides safe mass transit for the thousands of passengers who travel throughout Missouri by bus.

Motor Carrier Services provides motor carriers a Compliance Manual (requires Adobe Acrobat) to assist them in achieving safety compliance with the State and Federal Motor Carrier Safety Regulations. It includes sample forms for driver qualification files, accident registers, maintenance records, etc. This is a guide and not intended to take place of the regulations. For specific regulations, please refer to Safety Regulations or HM Regulations.
