After extracting the zip file, copy the MoDOT_V8i_SS2_C.cfg file to the appropriate folder shown below to activate MoDOT's environment.  The PROGRAMDATA (W7) and APPLICATION DATA (XP) folders are within hidden folders that will require you to change a setting in your Windows Explorer folder option.  Below are instructions to change that setting.

From the Tools pull down within Windows Explorer select Folder Options. Then select the View tab and make sure the radio button for Show hidden files, folders, and drives is selected.
